In a twist to the story that has yet again brought to the fore the seriousness of the problem of road safety in India, the Delhi Police have detained a 30-year-old software tester accused in the Rajokri Flyover hit-and-run case. It was an accident involving a Mahindra Thar which claimed the life of 33-year-old motorcyclist Sarthak Mattoo on the Delhi-Gurugram Expressway.

The tragedy has sparked widespread public concern over careless driving, poor lane discipline, and the legal accountability of motorists involved in hit-and-run incidents. Following the arrest of the accused after a brief investigation, the Delhi Police continued building their case by gathering evidence through a detailed and systematic investigation. 

What Happened at Rajokri Flyover?

The fatal road traffic accident in Delhi occurred on a Thursday morning around 6.30 AM at the Rajokri Flyover, which is in southwest Delhi on the busy Delhi-Gurugram Expressway.

As per officially confirmed police reports, the victim, Sarthak Mattoo, was riding his motorcycle when a Mahindra Thar approached from behind. According to the Delhi Police investigation and CCTV footage, the sports utility vehicle (SUV) allegedly changed lanes abruptly before colliding with the motorcycle. 

This abrupt lane cutting saw the Mahindra Thar hit Mattoo’s motorcycle from behind. The two-wheeler skidded out of control because of the impact and Mattoo was then run over by the wheels of the heavy vehicle. After the crash, the occupants of the Thar failed to stop and provide medical care or call the police; the driver drove off.

Who was Sarthak Mattoo?

The victim, Sarthak Mattoo, was a 33-year-old professional working with an event management firm. He was a Gurugram resident and he commuted on the expressway on a daily basis. He was on his way to an event assignment in Noida on the morning of the accident; he was heading out of his home in Gurugram.

In a heartbreaking coincidence, the accident occurred just two days before Sarthak Mattoo was due to celebrate his 34th birthday on the following Saturday. His father, Surender Mattoo, claimed that Sarthak had on his safety helmet during the accident, which was found at the scene with a lot of scratches caused by the impact and the following skid.

How the Family Was Informed

After the hit-and-run, a man who was passing by saw Mattoo lying in a critical condition in the Rajokri Flyover. In response, the bystander dialed the victim on his mobile phone but called the last number in his contacts which got him in touch with the colleagues of Mattoo at his office.

His office was notified about the alert and his family members were notified at once. Meanwhile, police officers at the Delhi Police rushed Mattoo to a Vasant Kunj private hospital. Even though emergency medical treatment was done, the severity of the trauma sustained made doctors in the facility officially declare him dead on arrival.

Police Investigation

Delhi Police immediately launched a well-organised hit-and-run inquiry after the incident was reported. Intercepting officers searched options of Close-Circuit Television (CCTV) camera footage along the Delhi-Gurugram Expressway and installed vehicle registration tracking systems to trace the vehicle involved in the offense.

The probe helped identify that the Mahindra Thar had a Karnataka registration plate and was of a private company with headquarters in Bengaluru. More investigation showed that the car was leased out to an employee called Sagar Saha who was a native of Bihar and was assigned to Bengaluru.

Investigators contacted Saha, who was involved in the accident, and he told the investigators that he was not behind the wheel when the accident happened but it was driven by his friend Apurv Singh. Singh is said to be performing a test-drive of the car in a route that would cover Gurugram to Dwarka Expressway and vice versa.

The driver, Apurv Singh, a 30-year-old software tester from Ghazipur in Uttar Pradesh who was living in Gurugram, was subsequently traced and apprehended by the police. The Mahindra Thar has been officially seized by the police as material evidence.

Delay in Blood Alcohol Test

One of the main arguments of the current investigation is when the medical tests on the driver were performed. Due to the fact that Apurv Singh was arrested two days following the incident, his blood samples on blood alcohol content (BAC) analysis were taken after a very long time.

In hit-and-run cases, instant testing is crucial towards determining whether a driver was driving a car under the influence of alcohol since chemical evidence quickly decays and disappears in blood in hours.

The father of the victim, Surender Mattoo, has questioned the reliability and validity of the blood test conducted on the accused nearly 48 hours after the accident. Although the Delhi Police have forwarded the collected samples to a forensic laboratory where it is being analyzed carefully, official releases point out that it is scientifically not clear based on the late samples only that the driver was intoxicated at 6:30 AM on the day of the crash.

Legal Proceedings

After being arrested by the Delhi Police, Apurv Singh is charged with criminal offenses that are categorical according to the provisions of the law that address fatal road accidents and offences of running over. Following his arrest, the accused remains under investigation. Police are continuing to gather forensic and electronic evidence before completing the legal process.

The car is still in police possession as one of the major forensic pieces of evidence. The physical damage on the seized Mahindra Thar, the scratched helmet of the victim, the electronic toll records of the expressway, and spatial reconstruction of the change of lanes are key elements in the case by the prosecution.

Family’s Appeal for Justice

The Sarthak Mattoo family has shown deep sadness and sought to involve the top of the government. Addressing what would have been the 34th birthday of his son, Surender Mattoo vehemently dismissed the description of the incident as a normal traffic accident.

After the car hit him, they could have got him to the hospital, but this was not an accident, it was a hit-and-run, killing a man.

The Rajokri Flyover mishap has escalated the debate on the safety of two-wheelers commuters on the expressways in the Delhi-National Capital Region (NCR). It has also drawn renewed questioning of the legal aspect of the imposition of lane discipline.

The statistics on the number of fatal road accidents in India, as reported annually by the Ministry of Road Transport and Highways (MoRTH) and the Delhi Traffic Police, reveal that the percentage of hit-and-run cases is one of the major causes. The high speed urban expressways have often grown faster than the impetus to ensure a high level of lane discipline, leading to high speed collisions due to the sudden cutting of lanes.

Safety advocacy groups point out that detailed digital surveillance, speed cameras with automatic features and harsher punishment of those who leave the victims of an accident on roads like the Delhi-Gurugram Expressway are essential to minimize the number of victims on roads.

The probe takes a new dimension with the Delhi Police awaiting formal forensic reports. In the future, major trends are:

  • Forensic Analysis: The analysis of the blood of the suspect by the forensic science lab to test any anomaly in chemical traces.
  • Mechanical Inspection: An official technical inspection of the seized Mahindra Thar to chart out impact points and determine vehicular speed indicators.
